The screen time and AI policy landscapes are shifting fast: 38 states passed AI legislation in 2025, and more states are expected to propose classroom screen-time limits this year. In August, the U.S. Department of Education weighed in with guidance that moves the question from how long students spend on screens to whether the technology improves learning. School leaders are left to explain these developments to parents and boards.

As Director of Education Policy Strategy at Instructure, she drives federal policy initiatives and key partnerships. She previously shaped education policy at Securly, Microsoft, and SETDA and held leadership roles at the North Carolina Department of Public Instruction and North Carolina Virtual Public School. Tracy holds a Ph.D. in Curriculum and Instruction from NC State University and has taught as an adjunct professor. A respected speaker and advisor, she has presented at the White House, Capitol Hill, and major education conferences.

Jody Sailor

Sr. Academic Strategy and Innovation Director, Instructure

Jody Sailor serves as the Senior Director of Academic Strategy and Innovation at Instructure, where she focuses on developing and implementing strategic initiatives to transform teaching and learning. With over two decades of experience in education, her previous roles as Senior Director of Product Management for the Canvas portfolio, adjunct instructor, classroom teacher, special educator, coach, and district leader have shaped her passion for creating inclusive, technology-driven learning environments. Jody holds a Master of Education (M.Ed.) in Curriculum and Instruction from Southern Utah University and a Bachelor of Arts (B.A.) with dual endorsements in general and special education from Westminster University.
